HearthPay terms of service

1. Independent third-party service
HearthPay is an independent third-party payment service, separate from each biller. A biller may offer a free direct payment option on its own official site; biller names or marks do not imply endorsement.
2. Eligibility and accounts
These terms define supported states, minimum age, identity requirements, account security, the duty to provide accurate information, limits, prohibited uses, suspension, and closure.
3. Quotes, fees, and timing
Every quote shows an expiration time and separately lists the bill amount, each service or payment-method fee, total charge, estimated submission time, expected biller posting time, and any cutoff or holiday effects.
4. Payment authorization
Checkout confirms the biller, full bill account, amount, funding source, timing, and disclosures, and records explicit authorization, the accepted disclosure version, timestamp, device context, and an idempotency key.
5. Payment status
“Authorized,” “submitted,” “accepted by network,” and “posted by biller” are distinct events. “Posted” or “complete” is shown only after the corresponding partner or biller confirmation.
6. Cancellation, errors, and refunds
Rules reflect the payment method, transaction state, biller contract, state law, applicable Regulation E, and partner procedures. Platform-caused failures, duplicate charges, and rejected payments are escalated promptly with clear refund timing.
7. Complaints and disputes
Terms include accessible support, formal complaint intake, regulatory escalation channels, electronic communication consent, governing-law analysis, and arbitration or class-action language reviewed separately for enforceability and fairness.
